Can eddm be mailed to po boxes only

- Military addresses

It's worth noting that while EDDM mailpieces can be sent to PO boxes, they are not guaranteed to be delivered to the PO box. The USPS will attempt to deliver the mailpiece to the PO box, but if it's not deliverable, it will be returned to the sender.
