To sign up for a new Microsoft account on mail.live.com, follow these steps:

1. Go to mail.live.com and click on the "Create account" button at the top right corner of the page.
2. Enter your first and last name, and choose a username (also known as your email address). This will be your unique identifier for your Microsoft account.
3. Enter a password for your account. Make sure it's strong and unique.
4. Enter your birthday and gender.
5. Enter your country or region and language.
6. Click on the "Next" button.
7. Enter your phone number and alternate email address (optional).
8. Click on the "Next" button.
9. Review the Microsoft Services Agreement and the Privacy Statement. Check the box to agree to the terms.
10. Click on the "Create account" button.

You will then receive a verification email at the email address you entered. Click on the verification link in the email to activate your account.

Once your account is activated, you can start using your new Microsoft account to access Outlook.com, Hotmail, and other Microsoft services.
