Khan was born on August 1, 1949, in Peshawar, Khyber Pakhtunkhwa. He earned a Bachelor's degree in Law from the University of Peshawar and later pursued a Master's degree in International Relations from the University of Karachi.

Khan's political career spanned over three decades, during which he held various positions, including:

  1. Member of the Provincial Assembly of Khyber Pakhtunkhwa (1997-1999)
  2. Minister for Education, Khyber Pakhtunkhwa (1999-2002)
  3. Member of the National Assembly of Pakistan (2002-2007)
  4. Governor of Khyber Pakhtunkhwa (2013-2016)
